A marriage is usually formalized in the presence of family members and relatives of bride and bridegroom at marriage ceremony by a religious official and or by a government official or can also be done by a state approved celebrant. In case of many European marriages and American countries marriages now also in India religious ceremony are held separately from the required civil ceremony whereas in countries for example Belgium, France, Romania and few other - It requires that a civil ceremony must take place before any religious one due to some jurisdiction and legal policies. Interestingly in countries like United States, Canada and United Kingdom, both ceremonies can be held either together or separately depends on the decisions of both families. The official present at the religious and or civil ceremony can also act as agent of the state to perform the civil ceremony too. In some other countries, for example like in India, Australia and in few other places marriages are allowed to be held in any private location and in other countries like England the civil ceremony is conducted in a place open to the public (just like in some open place or in hall where all people can come) the good thing is such marriages are approved by and are allowed by their country law. The place of marriage like I said could also be a hotel, historic building or other venue possessing license.
